Abstract

Digital transformation in higher education has become a strategic agenda in facing the dynamics of globalization, technological developments, and the demands of 21st-century education. This study aims to analyze digital transformation strategies and policies implemented in higher education environments, highlighting the main challenges, available opportunities, and the resulting policy implications. This study uses a quantitative approach with a survey method to analyze the perceptions and experiences of academics regarding digital transformation strategies and policies in higher education. The aim of this approach is to systematically measure the extent to which digitalization policies have been implemented, as well as to identify challenges and opportunities based on empirical data. This study identifies various digitalization strategies which include the development of information technology infrastructure, increasing digital literacy of lecturers and students, and the integration of online and hybrid learning systems. On the other hand, government policies and higher education institutions play a crucial role in creating an adaptive digital regulatory, funding, and governance framework. The study found that key challenges include the digital divide, resistance to organizational cultural change, and limited human resources. However, digital transformation also opens up significant opportunities for expanding educational access, improving academic administrative efficiency, and strengthening cross-border research collaboration. The resulting policy implications emphasize the need for harmonization between institutional strategies and national policies, the development of measurable digital roadmaps, and strengthening institutional capacity to foster sustainable innovation in higher education.
