Abstract

This study aims to assess the extent to which public policies and sector synergy affect the Award of Adipura in Palopo City, with the performance of human resources placed as the main link. The background of this research departs from the challenge of sustainability of environmental programs, even though Palopo has repeatedly won the Adipura award. The research method used is a quantitative survey method through a questionnaire instrument distributed to employees of the Environment Agency. The collected data is analyzed using statistical techniques in order to assess the reliability, validity, and strength of the relationship between variables. The results of the study show that clear and consistent public policies and cross-actor collaboration between the government, the private sector, and the community have a positive effect on Adipura's achievements. In addition, employee performance as a mediating variable in technical, managerial, and disciplinary aspects has proven to be an intermediary that strengthens policy relationships and synergy to measurable results. The conclusion of the study emphasizes that the success of environmental programs requires the right combination of policies, sustainable cross-party cooperation, and qualified human resource capacity.
